   The Odisha Chief Minister’s Relief Fund provides required treatments to the distressed people affected by the major natural calamities like flood, drought, fire accident etc, and it also provides the financial assistance to the needy individuals for their treatment of major diseases.

   This fund depends upon budgetary allocation provided by the Government of Odisha and Voluntary donation received from the general people and several organizations related to social responsibility.

ODISHA CHIEF MINISTER’S RELIEF FUND

The Odisha Chief Minister’s Relief Fund (CMRF) has been established with the objective to enable the poor and indigent persons of the state for various purposes lite treatment of major / serious ailments such as cardiac disease, kidney transplant, cancer etc, for rehabilitation of such persons etc.

The CMRF also provides immediate relief to families of those killed in natural calamities like flood, drought, cyclone, earthquake and also in certain man-made calamities. Financial assistance / ex-gratia is also provided to the victims / next of the kin of the deceased victims of major road accidents, riots etc.

Not only inside the state, the Odisha Chief Minister’s Relief Fund has also provided financial relief to the people affected by tragic / devastating natural calamities outside the State / Country.

The Odisha Chief Minister’s Relief Fund is funded by the State Budgetary allocation and donation from individual and different organizations. However, donation is not accepted from an individual / organization insisting on utilization of his donation for a particular purpose.

The resources of CMRFis kept as deposit in the scheduled Nationalized Commercial Banks. Assistance out of CMRF is provided only after approval of the Hon’ble Chief Minister. In order to regulate and monitor the functions of the CMRF , a Trust Board has been set up under the Chairmanship of Chief Secretary, Odisha. The Development Commissioner, Odisha and Secretary to Government, FinanceDepartment, Home Department, Revenue & D. M Department and Special Relief Commissioner, Odisha are the Trustees.

With a view to ensuring assistance to more number of deserving persons, power has also been delegated to the district Collectors to sanction fund out of CMRF up to a certain limit at their level for rehabilitation / urgent medical treatment.

HerischandraSahayataYojana (HSY) is another significant segment of Odisha Chief Minister’s Relief Fund. Under this Yojana, financial assistance of Rs. 2,000/- in rural areas and Rs. 3,000/- in the urban areas is provided to the poor family members of the deceased for performing last rites. For a better operation of this Yojana, an application software has been developed for online disbursement of HSY assistance.

In order to free the people from hardship / tension of carrying the body of their deceased family members from the place of death to the place of the cremation / burial , specially designed dead body carrying vehicles ( hearse) have been provided out of CMRF resources of CMRF to the district hospitals, medical College & hospitals etc under an initiative called “Mahaprayan” .

The contribution to the Odisha Chief Minister’s Relief Fund entitles the donor to 100% exemption under Section 80 (G) of Income Tax Act. 1961. The PAN of Odisha Chief Minister’s Relief Fund is AAATO4364P.
